
A very substantial potential future residential development was discussed at Strathroy-Caradoc Council this week as Applications for Draft Plan of Subdivision, Official Plan Amendment & Rezoning hit the council floor for information only at this point for the Dominion Street extension and north side of Saulsbury Street. The draft plan of subdivision after several revisions would include at this point 323 Single Detached Residential lots, 20 Townhouse Residential lots, 112 Medium Density Residential units, a park in addition to 10 more public roads.
The applicants are proposing two public road connections with one through the extension of Dominion Street and the second from Saulsbury. The plan also proposes a future connection to Brennan Drive and Pannell Lane to the east. There is also a provision for a future single road connection to the west, which is currently undeveloped land in Adelaide Metcalfe.
A Virtual Neighbourhood Open House was held on January 18th, which was recorded, with public comments ranging from buffers and fencing to confirming when construction was intended to start. A Public Meeting was originally held on March 20th, 2017, but because of time passed and revisions occurring, town staff feels a second public meeting should happen.
The zoning by-law amendment application will receive final consideration by Strathroy-Caradoc Council. Upon a recommendation on the Plan of Subdivision by Strathroy-Caradoc Council, the subdivision will receive final consideration by County of Middlesex Council.
From a servicing perspective, municipal water and sanitary service extends along Saulsbury however, these services will require further extension in order to provide service to the development. That once again brings in Adelaide Metcalfe Township who expressed the same concerns as it did for the 100 Second Street proposed development.
The Township of Adelaide Metcalfe has requested that the Municipality of Strathroy-Caradoc confirm the availability of water/wastewater services to the area and commits to allocating services to the Proposed Development. At this time, Adelaide Metcalfe has concerns that Strathroy-Caradoc is only capable of supplying the required services to the Proposed Development through the reallocation of water/wastewater capacity committed and allocated to the Adelaide Metcalfe. It is the Township’s position that the Proposed Development or any development in the area is premature until such time as Strathroy-Caradoc can confirm that there is no impact or negligible impact on the services available to, and earmarked for, the Commercial Corridor located along County Road 81 / Centre Road.
