The family of Endy Moniz is preparing for an emotional day as they get the opportunity to speak about the impact of his death at an upcoming Ontario Review Board hearing. Moniz was killed on June 27th, 2025 after being stabbed by 27-year-old Joel Peralta Del Valle of Strathroy.
His cousin, Stephanie Arruda, says the family will present victim impact statements this morning at 9am at the St. Thomas Forensic Hopital in front of the Ontario Review Board, sharing how his death has changed their lives and the concerns they have as the case moves forward.
The accused was found Not Criminally Responsible (NCR) due to a mental disorder. This means the case does not follow the usual criminal sentencing process.
Instead, the accused is under the authority of the Ontario Review Board and is receiving treatment at a hospital. He will not recieve jail time. The board reviews the case regularly, looking at the person’s progress and deciding what should happen next.
For Moniz’s family, learning about the NCR process has been difficult. Arruda says the accused being found NCR has changed the impact of their Victim Impact Statements.
Arruda says the family has been left heartbroken and frustrated, and feels the impact on the people left behind has not received enough attention.
She says the family wants the community to better understand what NCR finding means, how the review process works and what may happen in the future.
Arruda notes that if someone is found NCR, they do not have a criminal record.
However, she says their main goal is to make sure Endy is remembered for the person he was.
Arruda describes her cousin as a big-hearted, funny and hardworking man who loved his two young boys. She says he was deeply loved by his family and friends, and his loss has left a lasting impact on everyone who knew him.
Through the upcoming hearing and by sharing Endy’s story, they hope to keep his memory alive while making sure the voices of those affected by his death continue to be heard.
