Warwick Township is raising concerns after Waste Management of Canada submitted an environmental assessment for a major expansion of the Twin Creeks Landfill.
The company is asking the Ontario Ministry of the Environment, Conservation and Parks to approve a plan that would more than double the landfill’s height, increase its capacity by up to 14 million cubic metres, and extend its operating life by at least 12 years.
The Township hired an independent team of environmental experts to review the proposal, who says several important concerns have not been fully addressed.
Some of the concerns include increased truck traffic through Watford, ongoing dust and air quality issues, possible impacts on wildlife and natural habitats, and questions about whether the landfill’s systems for collecting gas and contaminated water will continue to work properly under the added weight of the expansion.
Township officials say they have asked Waste Management several times to meet with their experts to discuss the concerns, but those meetings have not taken place.
The environmental assessment is available for public review online through Waste Management and in print at the Warwick Township Municipal Office and the Watford Public Library.
Residents who wish to comment on the proposal can send their feedback to the Ministry of the Environment, Conservation and Parks. The deadline for public comments is August 14, 2026.
